This rehabilitation was financed through a brownfield Public-Private Partnership to between the Government of India and AGB Heavy Industries Ltd. Under this agreement, AGB has a concession from the GOI to rehabilitate, lease or rent, and transfer the 15th and 16th multipurpose cargo berths of Kandla port terminal in Gujarat. No direct or indirect government support is provided for the rehabilitation or operation during the lease/rent period. The rehabilitation is 100% privately funded, and no fees are due to the government during the lease period. The annual throughput of the terminals is estimated to be 450 thousand TEUs following rehabilitation.
The private partner, ABG Heavy Industries Ltd. (an Indian company) was selected through a competitive bidding process. There were three bids for the partnership, and the ultimate criteria for selection was the willingness to share the highest percentage of revenue with the Government of India. It appears that no loans from multilateral or bilateral banks were taken on by ABG Heavy Industries Ltd. to finance the rehabilitation.
