This line will link Beijing's subway system with the nearby province of Hebei, and will link Beijing's Pinggu and Tongzhou Districts with Hebei's Sanhe and Langfang. The train link is part of a larger initiative announced by the Hebei Development and Reform Commission for the Thirteenth Five Year Plan Period (2016-2020). The other three lines, which are in the planning phase, would link Yizhuang in Beijing with downtown Langfang; Daxing in Beijing with Gu'an in Langfang; and Fangshan in Beijing with Zhuozhou in Baoding.
Development of the urban rail transportation system in the Beijng-Tianjin-Hebei region must be accelerated as there is significant demand for transportation services for short- and medium-distance journeys in the region, according to the plan.
By 2015, five cities in Hebei－Langfang, Cangzhou, Shijiazhuang, Baoding and Tangshan－had become part of a "one-hour traffic circle" connecting them to the capital.
The line will cover 74 kilometers, of which the Sanhe segment in Hebei province accounts for 22.6 kilometers. The Pinggu line will have 12 stations, and three stations will be located in Sanhe city.
A single journey along the whole Pinggu line is anticipated to take about 77 minutes. The line will commence operations in 2021, according to the project plan.
